Pending Legislation of Interest

Following are bills, gleaned from the Feb. 20 Iowa Environmental Council Bulletin, that are in the Iowa House or Senate:

HSB 608, “Dead Animal Disposal” After an incident of several dead hogs being dumped into a creek this bill was introduced to amend the laws regarding illegal disposal of dead animals. It provides that the Dept. of Agriculture and DNR will cooperate in enforcement and remediation of cases that involve placing an animal carcass in a water of the State. It would increase the penalty from a simple misdemeanor to a serious misdemeanor and increases the civil penalty to a range of $1,000 to $5,000 plus pay restitution to the State for testing and other costs.
 
Pending Legislation Cont’d

SF 2070, “Renewable Energy Standard” This bill establishes an electricity renewable energy standard, makes specified tax credits applicable, and provides other specifics regarding obtaining renewable energy. An electric utility would be required to purchase at least the following percentage of its total annual Iowa retail electric sales from alternate energy production facilities or small hydro facilities:
  • 14% by December 31, 2014
  • 20% by December 31, 2020
  • 25% by December 31, 2025
